School District of Prairie Farm

 

 

Public Documents Policy

 

The Prairie Farm Public School District is a K-12 district serving approximately 365 students and employing about 50 people.  The organization consists of a seven member school board.  The District Administrator, or Chief Executive, and the Principals are the Administrative Staff of the district.  The District Administrator is ultimately responsible for the operation of the district and implements policy and procedures of the Board of Education.  Each Principal is responsible for their respective building and teachers report to them accordingly.  Non-teachers are responsible to administrators in their respective buildings also.

 

The following procedures will be in effect in reference to access to public documents:

 

1) The District Administrator as designated as the custodian of public documents.  All requests must be presented to the District Administrator during regular office hours (8:00 am to 4:30 pm).  The deputy custodian is the Principal who will handle requests in the absence of the District Administrator.

 

 a)  Oral requests may be denied orally unless a demand for a written           statement of the reasons denying the request is made by the requestor within five business days of the oral denial.

 

 b)  If a written request is denied, in whole or in part, the requestor that denial may be reviewed by a court of mandamus under 19.37 (1) of the statutes or upon  application to the attorney general or a district attorney.

 

2)  The District Administrator shall respond to the written request in five working days.

 

3)  A fee schedule for all requests will be as follows:

           

     a)  For each page copied a charge of ten cents per copy.

 

     b) Secretarial rime for all requests will be at $5.00 per hour when needed.

 

      c)  There shall be no charge for locating a record unless the actual cost       exceeds $50.00 in which case the actual cost shall be determined by the legal        custodian and billed to the requestor.

 

      d) The legal custodian may provide copies of a record without charge where  he or she determines that waiver or reduction of fee is in the public interest.

 

4)   Any requests that exceed $10.00 in costs will require a pre-payment fo 50% of expected costs a estimated by the District Administrator.

 

5)   There is no duty to compose new information for the benefit of the requestor.

 

6)  Any requests that relate to statute 19.85 is an exemption to the open meeting law not available as information to the public.  Other exemptions include computer programs and student records.

 

7)  Any copy of the School District policies will not require a $5.00 minimum charge, but only the ten cents per copy charge.
