Special Use of School Buses

The Board of Education recognizes a responsibility to the public for use of facilities and equipment; it also has a responsibility to control uses which it determines will add to overall operational costs or other factors.  Finally the Board of Education does not want to compete with commercial carriers.  Therefore, the following policy is adopted to provide "last resort" assistance.  Requests must be made to the Administration well enough in advance of the events to allow for an appropriate decision. Each request will be weighed against the following:

            1)  Is the request from a club or agency which is service oriented or educational?

            2)  Is the club or agency membership more than one-half in the district?

            3)  Is every proposed rider covered by family health/accident insurance?

            4)  Considering all pertinent factors, will the district need supplemental fleet          insurance or be subject to indirect costs such as driver call in time?

            5)  Is the cost of hiring a commercial carrier more than district operating costs by a minimum of 25%?

            6)  Is the event to which transportation is sought educational or service?  (Entertainment can be involved but is a lower priority).

The School District  may use or allow the use of school buses owned and operated by the school district to transport persons who are senior citizens of the school district.  School buses may be used by persons who are senior citizens of the school district during school hours if such use does not interfere with the transportation of pupils of the school district.  The District shall charge a fee for use of the school buses under this subsection. The fee shall be an amount equal to the actual cost of transportation under this subsection, including but not limited to costs for depreciation, maintenance, insurance, fuel and compensation of vehicle operators.  If the administration denies a written request for use of the school busses, it shall provide the requester a written statement of the basis for denial with in 14 days after the denial.
