INTRODUCTION
A safe learning environment is an expectation of staff, students, parents, and the community. In order to establish and maintain a safe environment, administration and staff must be prepared to appropriately and effectively respond to a crisis situation.
Since a crisis frequently happens suddenly and without warning, the result can often be ambiguity, confusion, and pressure. Therefore, the best preparation for dealing with a crisis is to have a plan in place to guide administration and staff through the crisis and help them take a coordinated approach. The School District of Prairie Farm put together this Crisis Response Plan to provide a ready resource for building administration and staff. Although each situation will be different, a basic structure and organization should be provided.
It is hoped that this plan will never need to be used. If needed, however, it will provide a framework and source of ideas for administration and staff. Its primary purpose is to provide suggestions that will serve as important reminders during times when decisions must be made quickly.

CRISIS COMMUNICATION
The School District of Prairie Farm believes that honest, open and timely communication during a crisis is an essential ingredient of an ongoing program of two-way communications between the school system and its internal and external public.
A crisis, as referred to in this context, refers to any unusual action, activity or incident which could reasonably attract the attention or involvement of law enforcement agencies and/or health officials and/or representatives of the news media. Examples would include, but are not limited to, situations such as criminal activities involving students, staff or board members; physical injury to students or staff; and the outbreak of communicable diseases on a school campus.
School employees having knowledge of a crisis will, immediately upon learning of the crisis, contact their immediate supervisor. The school employee with the most information about the crisis will describe the nature of the crisis and all details which are known at the time of notification.
Principals are responsible for notifying the District Administrator of any crisis that occurs in their building. In addition, the principals will appoint a designee to accomplish this task in the event of their absence from the building at such times a crisis occurs.
After notification of a crisis has been accomplished, it will be the responsibility of the District Administrator or his/her designee, to coordinate and direct all internal and external communication regarding the crisis.

SCHOOL SAFETY RESPONSE PLAN
Schools must be prepared to respond to a crisis in an organized and timely manner. A crisis is an event that is extraordinary and, therefore, cannot be predicted or necessarily prevented. Crisis situations are caused by specific events such as severe weather conditions, a fire or explosion, willful violence, a serious bus accident, or a bomb threat.
School emergencies can be small and easily managed or they can be large and difficult to manage. Every school crisis, however large or small, must be managed in a way that ensures the safety of all those involved. In order to provide a safe and secure environment, in which teachers can teach and students can learn, the School District of Prairie Farm’s personnel must plan for management of crisis or emergency events that cannot be predicted or prevented. Appropriate planning and management on the part of our school administrators and staff can provide for the anticipated needs of those involved and can reduce or eliminate the negative consequences of emergency situations.
To effectively handle a crisis or emergency, an appropriate School Safety Response Plan has been developed and a Crisis Response Team has been organized for the School District of Prairie Farm. These guidelines shall be followed for immediate, planned action and long term post-crisis intervention in the event of an emergency situation that threatens the health and safety of students, staff and others at school.

CRISIS COUNSELING TIPS
1. Students and staff will need time to process their feelings before they can be expected to resume their ‘normal’ activities.
2. Students in crisis are at high risk for harming themselves or may harm others in a volatile situation or confrontation.
3. It is important to reassure students and staff that their experiences and feelings are normal reactions to an abnormal situation.
4. Once rapport has been established, counseling should focus on helping students and staff identify ways in which they can learn to deal more effectively with stress, and constructive actions they can take to process feelings, such as anger.
5 Feelings of helplessness can lead to serious depression, so it is critical that the students and staff begin to take action and exert control over their lives.

POLICIES AND PROCEDURES
In the event of a crisis, there shall be one spokesperson for the district, and that spokesperson shall be the District Administrator or his/her designee. The spokesperson shall state the following:

Statements are to be released only when the facts are absolutely accurate and the school district’s legal position is clear.
As soon as possible, all employees should be given information about what is happening and what their responsibilities are.
If a crisis occurs outside of school hours, a staff meeting will be held prior to students arrival the following school day. The telephone chain may be used to inform staff of the meeting time. If a crisis occurs during the school day, a staff meeting will be scheduled as soon as possible.

BOMB THREAT
FOR THE PERSON RECEIVING THE CALL FOR A BOMB THREAT
Prolong the conversation. (DO NOT hang up the phone)
Use another phone to call authorities (911 or 537-3106).
Record time of call and check caller ID.
Identify background noises and any distinguishing voice characteristics.
IF A BOMB - DO NOT interrupt the caller except to ask the following:
When is the bomb going to explode?
Where is the bomb located?
What does it look like?
What kind of bomb is it?
What will cause it to explode?
Why are you doing this?
Who are you?
Where are you calling from?

It is the mutual responsibility of the PRINCIPAL (or his/her designee) of the building, the POLICE DEPARTMENT
and the FIRE DEPARTMENT to immediately inform each other of such bomb threat calls and to discuss the information from the call so that a determination concerning the seriousness of the call can be made. This will determine immediate procedures for evacuation to designated, nearby facility or early dismissal routine.

Using Fire Drill exits all elementary students and staff will go to the Pioneer Nursing Home (455-1178).
Using Fire Drill exits all Middle and High School students and staff will go the Midwest Ducts facility (455-1969).

If a staff member suspects that a student is under the influence or in possession of a controlled substance, notify the building Administrator immediately. Follow up with written documentation.

Assess seriousness of the incident and determine the level of assistance needed (i.e. police, counselor).

Isolate parties involved for interview and investigation.

Assess the situation.
Send responsible party to office to call 911.
Secure area, remove and isolate witnesses with a responsible staff member.
Initiate emergency response plan by sending the following message over the PA system, “Code Red, Code Red “ (give instructions). Return to classrooms/work areas after the “All Clear, All Clear” has been announced.
Document incident ASAP for administration.
STUDENT SERVICES:
Document any observation regarding the death.
Identify students/staff who may need counseling.
Initiate crisis response team; provide follow-up support services for students and staff.
SCHOOL ADMINISTRATIVE PROCEDURES:

Secure scene and protect evidence, cooperate and facilitate investigations by the proper authorities.
Notify District Administrator.

CHEMICAL SPILL
INSTRUCTOR / STAFF PROCEDURES:
Evaluate level of hazardous exposure.
Avoid direct contact with chemical.
If chemical has contacted skin or eyes, flush for a least 15 minutes (eye wash stations are in High School and
Middle School Science Labs).
Contact main office and chemical spill officer.
Locate Material Safety Data Sheet (MSDS).
Do not attempt to clean up spilled chemical without reviewing MSDS and obtaining proper protective equipment.
Keep students and staff away from area.
If evacuation is necessary, take grade book with you for roll call.
CUSTODIAL PROCEDURES:
If chemical hazards have been identified through the label and/or MSDS, proceed with clean up.
Keep students and staff away from spill.
Only attempt clean up if proper protective equipment is available.
If spill is too large to handle, contact main office.
SCHOOL ADMINISTRATIVE PROCEDURES:
If spill is too large for staff to adequately handle, call 911 for Hazardous Materials Spill Team.
If students or staff are injured, send copy of chemical’s MSDS along with victim to the hospital.

Instructor / Staff Procedures:

Evaluate the situation.
Secure the area.
Announce, “All Clear, All Clear”.

FLASH FLOODING
FLASH FLOOD WATCH means that heavy rains occurring or expected to occur may cause flash flooding in certain areas and you should be alert to the possibility of a flood emergency which will require immediate action.
Instructor / Staff Procedures:
Be prepared to evacuate area when given instructions. When evacuating take class sheets along for roll call.
School Administrative Procedures:
Monitor situation.
FLASH FLOOD WARNING means that flash flooding is occurring or imminent on certain streams or designated areas and those threatened should take immediate precautions.
Instructor / Staff Procedures:
If given instruction, evacuate to safe areas.
Keep everyone away from flooding water and/or flooded areas.
School Administrative Procedures:
Announce evacuation over the PA system.
Monitor weather in case of further flooding.
When emergency is over, announce, “All Clear, All Clear” and if possible, reoccupy building. 27
GAS LEAK
Instructor / Staff Procedures:
Evacuate area. Take class sheets along for roll call.
Use fire drill evacuation procedures; pull fire alarm in an area that is away form the suspected gas leak.
Notify building principal.
If gas shut off is located in the room, turn it off.
DO NOT operate any electrical switches.
School Administrative Procedures:
Contact Custodian.
Notify building staff of evacuation using door-to-door procedure.
Call 911 for emergency personnel using phone at nearby facility (Nursing Home, Midwest Ducts, etc.)
Notify the Gas Company.
Reoccupy building only when cleared by authorities.
File incident report.
Custodial Procedures:
Do not operate any electrical switches.
Ventilate area via opening windows/doors.
Shut off main gas lines.
Assist Gas Company in location of leak.
Keep building principal advised of situation.

KIDNAPPING
Instructor / Staff Procedures:
If a student (who has been present during school hours) is deemed missing, contact main office.
If student returns, notify main office.
School Administrative Procedures:
Seek information from staff and students to determine when the student was last seen.
Search school and grounds for missing student.
Announce missing student’s name over the PA system, “Student’s name, please report to the principals office.”
Contact police.
Phone missing student’s parent or legal guardian and advise them the police have been notified.
When police arrive at school, advise them of all known facts relating to the missing student.
If student is located, contact parent or legal guardian and police.

MEDICAL EMERGENCY
Instructor / Staff Procedures:
Evaluate the accident scene.
If scene is safe, proceed to victim and assess the severity of injury.
Call 911 or send responsible student / additional staff for help to nearest teacher, principal or other staff member.
Stabilize victim and administer first aid / CPR if trained to do so.
Assist emergency personnel by clearing away bystanders.
File incident report.
School Administrative Procedures:
Activate “Medical Alert, Medical Alert” (and give instructions).
Confirm that 911 has been called.
Report to the scene.
Notify parent/legal guardian or person listed on emergency card.

SEXUAL ASSAULT
Instructor / Staff Procedures:
Assess nature of incident to determine level of response.
Contact Building Principal and Student Services.
Stay with victim until building administrative staff arrive.
School Administrative Procedures:
Call 911 for police and ambulance if necessary.
Contact nurse or health assistance to provide first aid.
Provide support in a private area for the victim with an adult.
Secure scene / evidence.
If victim is a student, contact parent / legal guardian.
Assist police investigation as needed.

Instructor / Staff Procedures:
When shots are heard, tell students and other staff to take cover.
Identify source and location.
Implement measures for student safety. Take control and give direction.
Call 911.
Notify main office and request “A LOCKDOWN”.
Be alert.
Check for any injuries and/or missing students.
Keep everyone in safe location until “All Clear, All Clear” has been announced.
School Administrative Procedures:
Confirm that 911 for police and/or emergency personnel have been called.
Institute lock-down by announcing “We are in lockdown” over the PA system.
Cooperate and facilitate investigations by the proper authorities.
Determine what intervention and follow-up is necessary.
Respond to parents / legal guardians, news media and community in accordance with policies and procedures.

WEAPONS ON PREMISES
Instructor / Staff Procedures:
Assess the seriousness of the situation; determine level of assistance needed. Notify the office and if necessary, 911.
Attempt to diffuse potential violent actions.
If the person is uncooperative, determine the level of response which may include:
Isolate.
Separate.
Evacuate the area / room.
Lock-down.
Contact the main office.
Document and file incident report.
School Administrative Procedures:
If warranted, call LOCKDOWN code.
Confirm that 911 has been called. Give specific entrance to building if possible.
Proceed to the scene.
Assign someone to meet police to give location.
Announce “All Clear, All Clear” when situation is under control.

WEATHER / TORNADO
TORNADO WARNING means a funnel cloud has been sighted. Take cover.
When warning occurs:
Announce over PA system or 3 short, repeated blasts of fog horn.
Move to designated area. Take grade sheets along for roll call.
Instructor / Staff Procedures:
Proceed to shelter area designated by chart posted in classroom.
Assume ready position, sitting, and knees up, hands around knees.
Assume alert position, bring head to knees and hands behind head.
Maintain position until “All Clear, All Clear” is announced.
School Administrative Procedures:
Announce tornado warning over the PA system, requesting an orderly and quiet manner.
If PA system is inoperable, use alternative of 3 short, repeated blasts of fog horn.

Instructor / Staff Procedures:
Check students / take roll.
Identify missing or injured students.
Restore calm.
Assess student or staff injuries, call for assistance (additional staff, nurse, health assistant).
Monitor students until further instructions.
School Administrative Procedures:
When emergency situation is over, announce “All Clear, All Clear” over the PA system.
Contact 911 for medical response.
If building has been damaged, evacuate area cautiously.
Request transportation if necessary, for moving students and staff to shelter provision as specified by building’s Crisis Site Plan.
File incident report.
