The adopted budget by major function categories shall serve as a spending plan and shall only be revised when emergencies or needs arise.

The District Administrator may make adjustments within a major budget function category as the need arises. This action does not constitute a modification to the adopted budget by major function categories.

The District Administrator shall recommend to the Board the transfer between major budget function categories as conditions may require. Alterations in the amounts and purposes of budget appropriations shall be made only when authorized by a two-thirds vote of the entire membership of the Board as prescribed by law.
