Title I Student Selection Policy: Rule
The CESA#11 Needs Assessment and Student Selection Model provides the basic format by which we select and prioritize those students most in need of services in kindergarten through fifth grade. The District assessment (STAR Test) and semester grades will determine the eligibility pool for grades 2-5. Kindergarten and first grade will be determined based on classroom checklists and unit tests. After becoming part of the eligible pool (needs assessment procedure), the students are then placed on a student selection form, which considers academic, cognitive, and affective factors. The form allows for norm-referenced and criterion-referenced input as well as subjective observations from classroom teachers.
At the completion of determining the special needs of the students through this composite instrument, the students are then ranked according to their own individual needs. Students are provided Title 1 services based on this ranking (including English Language Learners (ELL), children with disabilities, migratory children, neglected or delinquent youth, homeless children, and immigrant children).
The areas that are analyzed to determine students’ strengths and weaknesses are the same skills and/or strategies that then become the objectives of the instructional program. Examples would include:
1) Reading comprehension strategies
2) Reading fluency
3) Written communication
4) Decoding/word analysis
5) Mathematical problem solving
6) Mathematical estimation
7) Mathematical computation
When a student is added to the Title 1 program during the school year, the following process will be observed:
1) The CESA#11 Referral Form is completed (referral form to be completed after the student has been in the District for 15 days);
2) The student’s composite score is then added to the prioritized list;
3) Parents are notified.
When a student is retained, the student’s progress will be monitored throughout the year. The need for continued Title 1 services will be determined based on individual needs, Title 1 and classroom teacher input, and parent input.
When a student is dropped from the Title 1 program during the school year, the following process will be observed:
1) The CESA#11 Referral Form will be completed by the classroom teacher and the Title 1 teacher;
2) The student meets one of the following criteria:
a. Meets grade level benchmark standards in reading or math
b. Achieves 80% mastery on ----criterion referenced reading or math tests
c. Demonstrates improved classroom performance based on teacher judgment using an observational checklist
3) Parents are notified.
The Title 1 teacher and kindergarten teachers select kindergarten students for Title 1 services in the fall. A District checklist of readiness skills is administered and the students are ranked using the Student Selection forms. Title 1 services for these students begin after first quarter.
Students on the prioritized ranking list will not receive services when the following circumstances exist:
1) Students are already receiving services from another program (such as ESL or Exceptional Educational Needs (EEN)) in that curricular area.
2) Parents have sent written refusal.
